What does freehold mean here?
Freehold = you own the land or unit outright, registered in your name with the Dubai Land Department, no expiry, full inheritance rights, full resale rights. It's the only structure most foreign buyers should consider.

Areas where foreigners cannot buy freehold
Most of older central Dubai is not freehold for foreigners: - Deira (most of) - Bur Dubai - Karama - Satwa - Al Quoz industrial - Most of Garhoud, Mirdif (some pockets exist)
GCC nationals (UAE, Saudi, Kuwait, Bahrain, Qatar, Oman citizens) can own freehold across more of Dubai than other foreigners.
Leasehold areas
Some pockets of older central Dubai allow 30–99 year leasehold for foreigners — Discovery Gardens parts, Al Furjan certain plots, Mirdif Hills. The lease is renewable typically; ask your broker for the specific lease term.
How to verify before buying
Every property listing should display its freehold status. Verify on the Dubai REST app by searching the building / community. If the area isn't listed as freehold for your nationality, the title transfer cannot complete.
